Description:

Ability to independently troubleshoot, diagnose, resolve, and document production problems with hosted customer environments. Provide production management and support for Oracle products installed for hosted customers. Provide 24x7 coverage outside of business hours through the use of pagers, electronic mail, and either remote access to host computing resources or travel on-site if necessary. Due to customer production requirements, it is expected that activities will, at times, be scheduled and require support or work to be performed outside of business hours, including weekends.

General Duties

  • Assist Hosting Services Branch (HSB) staff in identifying architectural issues associated with Oracle on Unix-based systems including such items as command and scripting differences between platforms, performance optimizations for supported Unix platforms (Solaris, Linux, HP-UX), and file and file system I/O optimization for hosted database environments.
  • Aid HSB staff in the management of multiple Oracle 10g and 11g instances on HP-UX, Oracle/Sun Solaris, Linux and other UNIX operating systems. This includes support of a shared Oracle multi-tenant environment which hosts multiple customers and multiple instances on a single system.
  • Serve as a technical specialist supporting HSB in one or more current or projected service offerings for current Oracle product lines, such as RDBMS, Oracle Application Server/OFM 11g (and associated Web Server and security).
  • Assist HSB staff in developing enhancements to internal monitoring and notification systems related to the Oracle RDBMS.
  • Identify and mitigate/remediate security issues related to supporting multiple instances and applications on one host machine for multiple customers.
  • Assist and document the management of Oracle features, options, and packs for production environments.
  • Monitor and interpret all log, trace and Oracle dump files in the HSB hosted Oracle environment.
  • Work with HSB hosted customers through email and phone to plan, coordinate, and communicate work efforts, troubleshoot and diagnosing problems with database performance.
  • Provide input to security implementation strategy for Oracle infrastructure hosted environments.
  • Aid in managing the secure hosted Oracle implementations.
  • Provide documentation and input to requests for government system audit requirements.
  • Use DCSS and HSB service management tools, which include Service Now for work request ticket management to respond to and document work efforts requested by customers.
  • Assist HSB staff in developing Oracle and UNIX scripts, including porting existing scripts between platforms (HP-UX, Sun Solaris, and Red Hat Enterprise Linux).
  • Oracle Import/Export and Data Pump facility implementation.
  • Backup and recovery (Unix-based and Oracle-based RMAN).
  • Administration of multiple Oracle Enterprise RDBMS instances, binaries, and listeners. The team manages over 100 instances for more than 30 customers.
  • Planning for and installing, configuring, patching, and upgrading Oracle database instances and HSB-supported Oracle options, features, and products.
  • Supporting Oracle databases on a 24x7 basis.
  • Develop and maintain detailed and accurate documentation as requested by Branch Chief, team lead and/or CTR.
  • Performance monitoring and tuning (within the instances and at the OS level), and reporting from Oracle catalog tables.
  • UNIX utilities such as vmstat and ipcs to measure memory and other resource usage.
  • Installation, configuration, support, and management of Oracle Application Server 10g and Oracle Fusion Middleware 11g (WebLogic) software and options include Business Intelligence Discoverer, Mod PL/SQL, APEX installations, and Forms and Reports.
  • Configuration and maintenance of secure (SSL and TLS certificate-based) OAS and OFM 11g environments to meet all required government standards.
  • Ensure that all changes are logged through the use of listserv archive lists, and division, branch, and team change management procedures.
  • Provide assistance with software installation, configuration, customization, and verification of Oracle software including Oracle RDBMS and options, OFM 11g, and others as required for hosted Oracle service environments.
  • Address issues involved in supporting multiple organizations and applications within combined and individual machines, including issues regarding shared binaries, listeners, backup and recovery, monitoring, and auditing for instances secured to support SSAE-16, FISCAM, and OMB A-123 audited environments for the hosted Oracle and Unix services.
  • Installation, migration, and verification of Oracle Enterprise RDBMS and related COTS products on a variety of platforms including, but not limited to, HP HP-UX, Oracle/Sun Solaris, and Red Hat Enterprise Linux Unix operating systems.
  • Creating installation and migration plans for Oracle RDBMS instance for production operation or movement between servers and UNIX platforms.
  • Provide thorough and testable documentation for all installation and migration procedures.
  • Identify and report issues with the installation, patching, platform migration, and verification of Oracle RDBMS instances.
  • Create and maintain scripts used to support the Oracle environment (e.g., startup/shutdown procedures, monitoring and notification, dbverify) with appropriate logging.
  • Integrating the startup/shutdown procedures with automated operations facilities.
  • Documenting all customizations to environments and procedures.
  • Identifying and documenting any interoperability issues that exist between platform implementations and between products in Oracle and UNIX environments.
  • Work with Government team lead and/or CTR to identify and as appropriate, implement, appropriate virtualization technologies to hosted Oracle services.
  • Maintaining a secure, 24x7 operations infrastructure for Oracle Enterprise databases and Oracle middleware, working closely with the Hosting Services Branch Unix hosting and Application Security Infrastructure (Firewall and Load balancer) teams.
  • Secure setup and maintenance of over 125 database instances and middle-tier installations for 30-40 hosted customers, as well as maintaining a secure multi-tenant shared Oracle implementation, consisting of a secure multiple instances, multiple customer, and single host environment.
  • Utilizing a variety of tools including Oracle utilities and UNIX shell scripts, application, and utility software.
  • Identifying, testing, evaluating, and implementing new database or refined database technologies to meet customer requirements for cost-effective centralized database hosting services.

Required Experience

  • Certain kinds of experience may be used in lieu of education. In order to substitute experience for educational requirements, the experience must be recognized as sufficiently technical or specialized to achieve the knowledge and skills needed that is defined in the contract.
  • At least ten (10) years direct experience in the public sector in system design, architecture, implementation, product planning, installation, configuration, customization, and production maintenance of agency enterprise-wide Oracle RDBMS infrastructure environments.
  • At least five (5) years experience implementing and supporting Oracle RDBMS environments required to meet Federal security and audit requirements, including encryption (FIPS 140-2), FISMA, and SSAE-16 standards.
  • Experience supporting Oracle RDBMS on HP-UX, Solaris UNIX (SPARC/X86), and Red Hat Enterprise Linux (X86) platforms in production environments.
  • Extensive operational experience with the implementation of Oracle RDBMS and Oracle Application Server/Oracle Fusion Middleware 11g WebLogic Server products in both dedicated server and shared server (multiple customer tenants on a single host) environments.
  • Extensive experience with writing and maintaining production UNIX shell scripts, including change management and control of production database infrastructure environments.

  • Facilities and services relevant to this task include Sun Solaris, HP-UX, Linux (RHEL 6), Oracle Enterprise Database Server (10g and 11g), Oracle Application Server, Oracle Fusion Middleware 11g (WebLogic Server), SQL*Plus, Oracle utilities, Oracle Data Guard, Oracle Enterprise Manager, etc.

Education:

Bachelor’s degree in Computer Science, Information Science, Engineering, or related field. The degree shall have been awarded by an academic institution accredited in the United States or having an equivalent certification or accreditation in a foreign country.
