Digital LibraryExperience That CountsSince 1997, Loyola has been supporting Air Force environmental decision makers by converting hard copy and CD/DVD documents into digital libraries and making them accessible and searchable over the Web. Document SolutionsIn 2005 Air Combat Command (ACC) tasked Loyola to use our digital document service and library technology to significantly reduce costs and provide Web access to Administrative Record/Installation Record (AR/IR) documentation for installation Restoration Managers, MAJCOMs and the public. Before 2005, the AR/IR update took 3 different companies, 7 people and physical removal of AR/IR documents from the installation for a period of 6 months to a year. The boxes were shipped to processing facilities where contractors manually bate stamped and scanned each document into an unreadable digital image format. Search terms and phrases were manually generated for each document. The boxes of documents were then shipped back to the installation and the digital AR/IR documents were eventually delivered on multiple CDs. Labor, shipping, scanning subcontracts, and media costs and removal of the documents from the site for up to a year made digital conversion of AR/IR documents disruptive, expensive and time consuming. Document ProcessOur process as shown reduces labor and automates as much of the AR/IR document capture and processing as possible. Loyola has developed other capabilities which can further automate the process by providing direct upload of digital documents to the AR/IR digital library from the installation level. Keyword and phrase searching are automated across all documents by utilizing metadata capabilities already incorporated into the database. For over 13 years, Loyola Enterprises has been supporting digital conversion of environmental documentation for HQ Air Combat Command and Air Force installations nationwide. As new document technologies become available, Loyola's developers are constantly evaluating new technical capabilities to automate and enhance AR/IR document processing to significantly lower cost and reduce time. In addition to technical improvements, we are constantly improving our processes to reduce the time required on-site at installations that reduce travel costs. Using our proven processes and technologies, Loyola has reduced costs to the Air Force for AR/IR by 60% and reduced conversion and processing time for digital documents upwards of 90%. Our workflow provides installation personnel the convenience of continuous access to their administrative and installation record documents since the documents are not removed and shipped elsewhere for processing. Loyola's AR/IR digital library applications provide controlled access by MAJCOM, installation, EPA, contractors and the public to browse, search and download the documents that they have rights and authorization to view.
